Patrimonio Nacional: updated delegation of powers for procurement and budgetary management

The Board of Directors of Patrimonio Nacional has approved a new agreement on the delegation of powers to adapt to the entity's new organisational structure following the entry into force of Royal Decree 261/2026 (Annex). The agreement establishes new powers for the Presidency and the Management regarding public procurement and expenditure management (Chapters I and II). This resolution renders the delegation agreements of 2011, 2017, 2018, and 2019 void (Chapter III).

In 3 key points

  1. The Presidency may award public sector contracts valued between 300,000 and 600,000 euros, Ch. I, Section 1.a (Capítulo I. Primero.a)
  2. The Presidency manages authorisations for procurement files exceeding 600,000 euros, Ch. I, Section 1.b (Capítulo I. Primero.b)
  3. The delegation agreements of 2011, 2017, 2018, and 2019 are hereby rendered void, Ch. III, Section 1 (Capítulo III. Primero)

How it affects those involved

For public sector suppliers and contractors working with Patrimonio Nacional, the authority to award contracts valued between 300,000 and 600,000 euros is delegated to the Presidency (Chapter I, Section 1.a). For procurement files exceeding 600,000 euros, the Presidency assumes the authority to approve the commencement and request necessary authorisations (Chapter I, Section 1.b). Internally, the Management assumes the authorisation and commitment of expenditure for the budgetary programmes managed by the Board (Chapter II, Section 1.a).
