Public Administrations: modification of resources and spaces allocated for the national security interest situation in Ceuta

Royal Decree 706/2026 amends Royal Decree 681/2026 to adapt the resources and spaces dedicated to managing the migratory crisis in Ceuta. The regulation replaces the use of sports centres and Ministry of Defence land with new sites, such as the Port of Ceuta or the K8 barracks, in order to minimise disruption to the local population's daily life (Art. 4.2.b of RD 681/2026).

In 3 key points

  1. New spaces such as the Port of Ceuta and the K8 barracks are being made available for temporary reception (Anexo I)
  2. Entry into force on the same day of its publication in the BOE, 2 September 2026 (Disposición final única)
  3. Land from Defence, Ecological Transition, Transport, and Housing is included for crisis management (Anexo I)

How it affects those involved

For Public Administrations, the regulation reassigns specific infrastructure for humanitarian aid and border control, including land belonging to Defence, Transport, Housing, and the Ceuta City Government (Annexes I and II). The objective is to ensure the continuity of essential services such as security, transport, and social services in the face of migratory pressure (Annex II).
