Public administrations: duty of active cooperation following declaration of national security interest in Ceuta

Royal Decree 681/2026 declares a situation of national security interest in Ceuta due to irregular migratory pressure on 30 and 31 July, which affected the operation of public services (explanatory memorandum). This declaration, supported by National Security Law 36/2015, requires enhanced coordination of authorities under Government direction (Art. 23 of Law 36/2015). The regulation establishes an obligation for all involved public administrations and bodies to cooperate actively by providing human and material resources (Art. 9).
