Spain and the UN agree terms for UNSSC presence in Madrid

The agreement establishes the legal framework for the presence of the United Nations System Staff College (UNSSC) in Spain (Art. I). The regulation governs the privileges, immunities, and operating conditions of the institution, including the use of communications equipment and fund management (Art. II and XII). Spain commits to ensuring the security and protection of UNSSC personnel and premises (Art. XIII).

In 3 key points

  1. The UNSSC may hold funds in any currency and transfer them freely from Spain to foreign countries (Art. XII.1) (art. XII.1)
  2. Spain shall guarantee the security and protection of UNSSC personnel and visitors at its premises (Art. XIII.1) (art. XIII.1)
  3. UNSSC correspondence shall enjoy the same immunities and privileges as diplomatic mail and bags (Art. II.2.b) (art. II.2.b)

How it affects those involved

For the UNSSC, the agreement guarantees financial autonomy to operate accounts and transfer foreign currency without financial controls (Art. XII). For the Spanish State, it entails the obligation to adopt security measures to protect both personnel and visitors at the institution's premises (Art. XIII). The regulation ensures that UNSSC correspondence enjoys immunities similar to those of the diplomatic bag (Art. II.2.b).
