Refining sector: minimum services established for the strike on 27 May 2026

Order TED/511/2026 establishes the mandatory minimum services for the refining sector in response to the strike called by the STR Workers' Union for 27 May 2026. The objective is to ensure facility security, environmental protection, and the supply of petroleum products, which are deemed activities of general economic interest (Art. 2.2 Law 34/1998). Failure to comply with these services will be considered unlawful (Art. 16 RDL 17/1977).

In 2 key points

  1. The strike is limited to 27 May 2026, from 00:00 to 24:00 hours. (Orden TED/511/2026)
  2. Work stoppages regarding the designated minimum services will be considered unlawful (Art. 16 RDL 17/1977). (Orden TED/511/2026)

How it affects those involved

For companies in the refining sector, the regulation imposes the obligation to maintain personnel in critical roles (security, prevention, medical services, and technical management) to avoid the strike being declared unlawful. For the striking workers, maintaining these services is mandatory under threat of sanctions for illegality. For consumers, the measure seeks to mitigate the risk of shortages of fuels and derivative products.
