Current position

Businesses under the general regime must issue invoices, whereas those under the equivalence surcharge regime are only obliged to do so if the recipient is a businessperson or professional. In retail sales to final consumers, the issuance of simplified invoices is permitted up to a limit of 3,000 euros. It is possible to issue summary invoices to group operations for the same recipient carried out within the same calendar month, provided that each individual operation does not exceed the simplified invoice limits.

The DGT's position remains constant regarding the limits for simplified invoices in retail sales (3,000 euros). The doctrine has evolved towards technical precision regarding the issuance of summary invoices and the specific obligations according to the VAT (IVA) regime or the method of determining yields in Personal Income Tax (IRPF).
