Current position

The transport of sick or injured persons is exempt from IVA (Value Added Tax) provided that the recipients are injured or sick persons and the vehicle features permanent structural, technical, or mechanical modifications. This exemption extends to persons with physical or mental disabilities if vehicles with such special adaptation are used. In the event that the requirement for permanent adaptation is not met, the service will be taxed at the reduced rate of 10%.

The DGT's position has remained constant since 2015. All rulings with relevant criteria reiterate the need for permanent structural, technical, or mechanical modifications for the exemption. No changes are observed in the interpretation of the adaptation requirements nor in the application of the 10% reduced rate in their absence.
