Cannot declare a value higher than the Catastro reference value in the supplementary self-assessment

The consultant asks whether the value of an inherited property can be adjusted to its real market value. Hacienda responds that the Catastro reference value must be used if it is higher than the initially declared value.

Question posed: Whether it is possible to rectify the valuation of the inherited property to align it with the economic reality.

The DGT's ruling

The tax base of a property is the Cadastral reference value, unless the declared value is higher. If the declared value is lower than the reference value, a supplementary self-assessment must be filed for the difference to reach the reference value. It is not possible to declare a value higher than the reference value in the supplementary assessment if the value originally declared was not already higher than this.
