Royal Decree 141/2026 repeals Chapter II of RD 623/2014 and other prior decrees (RD 800/2011 and RD 389/1998), and amends articles 2 and 12 of RD 253/2024. This establishes a new organic statute for an independent technical investigation body in rail, maritime and air accidents, with collegiate structure and new administrative functions (art. 2, 12).
Investigation bodies must revise procedures under the new statute; collegiate bodies lose competence in the derogated Chapter II. The new framework strengthens the independence and technical structure of the investigating authority (art. 2).
