Technical Accident Investigation Authority replaces RD 623/2014 chapter with new statute

Royal Decree 141/2026 repeals Chapter II of RD 623/2014 and other prior decrees (RD 800/2011 and RD 389/1998), and amends articles 2 and 12 of RD 253/2024. This establishes a new organic statute for an independent technical investigation body in rail, maritime and air accidents, with collegiate structure and new administrative functions (art. 2, 12).

In 3 key points

  1. Derogates Chapter II of Royal Decree 623/2014 (art. 2)
  2. Amends articles 2 and 12 of Royal Decree 253/2024 (art. 2)
  3. Establishes an Independent Administrative Authority (art. 2)

How it affects those involved

Investigation bodies must revise procedures under the new statute; collegiate bodies lose competence in the derogated Chapter II. The new framework strengthens the independence and technical structure of the investigating authority (art. 2).
