Autonomous Communities and Cities: Obligation to register and transmit information for the 2026-2030 State Housing Plan

This Order regulates the monitoring, control, and evaluation mechanisms for the 2026-2030 State Housing Plan, in accordance with Royal Decree 326/2026. It establishes an obligation for the Autonomous Communities and the cities of Ceuta and Melilla to continuously register management, economic, and objective-compliance information in a digital tool (Art. 154 RD 326/2026). The regulation defines interoperability through the National Interoperability Scheme and the use of the SARA Network for data exchange (Art. 5).

In 3 key points

  1. Obligation for continuous registration of management, economic, and objective-compliance information (art. 154.2 RD 326/2026)
  2. Generation of monitoring reports on a quarterly and annual basis (art. 156 RD 326/2026)
  3. Data transmission via the SARA Network and under the National Interoperability Scheme (art. 5)

How it affects those involved

For the Autonomous Communities and the autonomous cities of Ceuta and Melilla, the regulation imposes an operational burden of continuous data registration (applications, beneficiaries, financed housing, and economic indicators) within the designated digital tool (Art. 154 RD 326/2026). This requires them to produce monitoring reports on a quarterly and annual basis (Art. 156 RD 326/2026). Consequently, the General State Administration obtains a single integrated dashboard to evaluate the use of public resources and the achievement of objectives.
