Agro-energy crop producers: insurance requirements and sales contracts for coverage

Order APA/1165/2026 regulates insurance for agro-energy crop farms within the Combined Agricultural Insurance Plan. It defines lignocellulosic productions (rainfed and irrigated) and irrigation facilities as insurable under specific conditions (Art. 1). To access coverage, producers must provide evidence of current sales contracts for all their plots or, if members of cooperatives, present a certificate of adherence to the supply contract (Art. 3.2).

In 3 key points

  1. Exclusion of coverage for experimental plots, allotment gardens, abandoned plots, or irregular plantations (Art. 1.2). (art. 1.2)
  2. Obligation to insure production in order to insure headworks and irrigation network facilities (Art. 1.3). (art. 1.3)
  3. A waiting period of six full days from the entry into force of the insurance declaration (Art. 3.5). (art. 3.5)

How it affects those involved

Farmers growing agro-energy species must insure their entire production of the same class in a single declaration to avoid loss of benefits (Art. 3.1). The obligation to hold prior sales contracts is imposed to guarantee coverage (Art. 3.2). Failure to comply with minimum technical cultivation conditions entitles the insurer to reduce the indemnity proportionally (Art. 3.3).
