CAP training centres: obligation to implement access control systems and submit attendance files on the following working day

This resolution specifies the technical requirements for access control systems for Driver CPC (CAP) training centres, following the amendment introduced by Royal Decree 487/2026. Centres must ensure the daily recording of each student's working day (start and end times), whether in a classroom, virtual classroom, or on board a vehicle (Art. 1.1). Information must be submitted to the Directorate-General for Road and Rail Transport via a plain text file (.txt) through the Ministry's electronic office (Art. 1.3).

In 3 key points

  1. Submission of attendance files on the working day following the recorded teaching day, Art. 1.3. (art. 1.3)
  2. The record must include the specific start and end times of each training period, Art. 1.1. (art. 1.1)
  3. Mandatory use of a plain text file (.txt) with a specific format for submission, Art. 1.3. (art. 1.3)

How it affects those involved

For CAP training centres, the regulation imposes an operational burden of immediate recording and digitisation: if signature sheets are used, the data must be transferred to an electronic file (Art. 1.3). As a general rule, the submission of information must take place on the working day following the teaching day (Art. 1.3). Failure to comply with technical formats or submission deadlines poses a risk of inspection by the Transport Inspection Services.
