Oil sector obliged entities: deadline of 15 December 2026 to release freed stocks into the market

This Order approves a second release of minimum security stocks of petroleum products held by obliged entities, in response to the crisis in the Middle East and under the International Energy Agency (IEA) Coordinated Response Plan. The measure allows for a temporary reduction in mandatory reserve levels, with the reduction applied exclusively to stocks owned by the obliged entities, without affecting those held by CORES (Art. 1.3). The introduction of these stocks into the market must be completed by 15 December 2026 (Art. 1.4).

In 3 key points

  1. The introduction of freed stocks into the market shall be carried out by 15 December 2026, Art. 1.4. (art. 1.4)
  2. The reduction only affects stocks owned by obliged entities, not those held by CORES, Art. 1.3. (art. 1.3)
  3. The Order shall take effect on the day of its publication, Third Provision. (art. Tercero)

How it affects those involved

For obliged entities (hydrocarbon sector companies), the regulation allows for the release of part of their strategic reserves to mitigate the supply crisis, with the obligation to introduce said stocks into the market by 15 December 2026 (Art. 1.4). CORES assumes the role of monitoring the release of these stocks for consumption and has the authority to request information from obliged entities for this purpose (Art. 2.1 and 2.2).
