Social Security: new temporary disability scenarios and changes in terrorism pension calculations

Royal Decree-Law 31/2026 introduces measures to strengthen Social Security protection, amending the Consolidated Text of the General Social Security Law. It regulates two new temporary disability scenarios: coded secondary menopausal disorder and injuries from gender-based violence (II). Additionally, it modifies the parameter for extraordinary terrorism pensions, replacing triple the IPREM with double the minimum wage (II).

In 2 key points

  1. New grounds for temporary disability: coded secondary menopausal disorder and injuries caused by gender-based violence, II. (II)
  2. Terrorism pensions: the parameter changes from triple the IPREM to double the national minimum wage, II. (II)

How it affects those involved

For workers, temporary disability coverage is extended to include new health realities such as menopause or gender-based violence (II). Victims of terrorism will see changes to the calculation of their extraordinary pensions, moving from an index based on the IPREM to one based on the SMI (II). The Social Security system aims to correct management dysfunctions and ensure a more consistent response to extraordinary situations (I).
