Royal Decree 57/2026 amends Annex I of RD 989/2021, updating the criteria for granting aid for the issuance of digital vouchers to vulnerable groups in response to natural disasters. This change is part of the Addendum to the Recovery, Transformation and Resilience Plan. Adaptation must be completed within 30 days of entry into force (Art. 1.3).
For the autonomous communities and the cities of Ceuta and Melilla, this entails an obligation to update their digital voucher aid granting procedures within 30 days. Administrations must adjust their selection and evaluation criteria in accordance with the new annex. Social policy advisors must review the new inclusion criteria for vulnerable groups. Small and medium-sized enterprises accessing this aid must comply with the new requirements established in Annex I.
