Public Administrations: approval of the new Basic Planning Guideline for hazardous substance accidents

The Council of Ministers has approved the Basic Civil Protection Planning Guideline regarding the risk of serious accidents involving hazardous substances, replacing Royal Decree 1196/2003 (Council of Ministers Agreement of 6 October 2026). This regulation establishes the minimum criteria and actions for drafting special civil protection plans for chemical, biological, nuclear, or radiological risks (Art. 15.3 Law 17/2015). Its objective is to ensure consistency in the management of emergencies requiring the involvement of multiple Public Administrations (Art. 3 RD 524/2023).
