Facilities and establishments with high-risk activities: new Basic Guideline for self-protection plans

The Council of Ministers has approved the Basic Guideline for Civil Protection Self-Protection Planning for centres, establishments, and premises involved in activities that may generate emergencies. This regulation establishes the minimum content and criteria for drafting self-protection plans, replacing the application of Royal Decree 393/2007 (annex). The objective is to ensure consistency in risk management and emergency response (Art. 15.4 Law 17/2015).

In 3 key points

  1. The guideline establishes the minimum content and criteria for self-protection plans (Art. 4.1 RD 524/2023). (art. 4.1)
  2. Entry into force on the day following its publication in the BOE (Art. Agreement). (Acuerdo)
  3. Administrations may impose more restrictive thresholds based on capacity, fire load, or hazardous substances (Art. 1.4). (art. 1.4)

How it affects those involved

Centres, facilities, and premises listed in Annex I of the guideline must adapt their self-protection plans to the new content and drafting criteria (Art. 1.4). Public administrations have the authority to establish more restrictive thresholds than those in the guideline based on criteria such as capacity, fire load, or vulnerability (Art. 1.4). Compliance with this guideline does not exempt entities from observing other applicable safety regulations (Art. 1.4).
