Public entities and universities: direct award of housing subsidies for 2026 without public call

Royal Decree 726/2026 regulates the direct award of housing and land subsidies for the 2026 fiscal year, based on the exceptional nature of public interest (Art. 22.2.c of Law 38/2003). The regulation bypasses public calls to fund specific actions by entities such as the Community of Madrid, the Barcelona Metropolitan Area, or the Polytechnic University of Catalonia. Subsidies will target relocations, affordable rental promotion, urban rehabilitation, and research activities (Art. 1).

In 3 key points

  1. Maximum execution period of six years (Art. 2.2.a) (art. 2.2.a)
  2. Possibility of an extension of up to three additional years (Art. 2.2.a) (art. 2.2.a)
  3. Extension requests must be submitted up to four months before the expiry of the period (Art. 2.2.a) (art. 2.2.a)

How it affects those involved

For beneficiary local and regional authorities (Community of Madrid, City Councils, Provincial Councils), direct funding is guaranteed for critical projects, such as the Cañada Real rehousing or social housing rentals, without undergoing competitive bidding processes (Art. 1). Participating universities receive funds for research and training in housing (Art. 1.1.h). Beneficiary entities must execute the actions within a maximum period of six years, with the possibility of an extension of up to three additional years (Art. 2.2.a).
