The Decree-Law 4/2026 repeals the annex of Decree 284/1996 and modifies Article 5 of Decree 66/1999 and Annex 1 of Decree 142/2010. It publishes the Validation Agreement by Resolution 769/XV of May 20 as the reference for social services validation (art. 4.2). This change supersedes the previous annex and establishes a new validation mechanism based on the specific resolution.
Autonomous social services administrations must apply Resolution 769/XV to validate services, replacing the annex of Decree 284/1996 (art. 4.2). Social service users benefit from a clearer, updated norm. The validation process is simplified by referencing a single resolution. No changes to deadlines or scope.
