Royal Decree 450/2026 replaces RD 662/2012 and amends Articles 37, 39, 139 and Annex II of the General Traffic Regulation. It establishes a framework for intelligent transport systems (SIT) implementation, requiring operators to update their traffic and compliance management systems and ensure data protection and information standards within three months of entry into force.

In 3 key points

  1. Articles 37, 39, 139 and Annex II of Royal Decree 1428/2003 are repealed (art. 2)
  2. The Directive (EU) 2023/2661 on SIT is transposed (art. 2)
  3. 12-month adaptation period from date of entry into force (art. 4)

How it affects those involved

Road transport operators must update their routing systems and comply with new SIT requirements on rest stops, road information and data protection within 12 months of entry into force. Traffic authorities must integrate the new systems into their road information platforms. Non-compliance will result in penalties under current regulations.
