Reduced 10% VAT rate applied to certain incontinence and infusion products

The inquiry concerns the VAT rate applicable to various medical and support products for people with disabilities. The DGT has determined that infusion systems, enteral feeding, and specific incontinence products are subject to the 10% rate, whereas non-specific consumables and accessories are subject to the 21% rate.

The DGT's ruling

El tipo reducido del 10% se aplica a productos que, por sus características objetivas, estén diseñados para aliviar o tratar deficiencias para uso personal y exclusivo de personas con deficiencias físicas, mentales, intelectuales o sensoriales. Bajo este criterio, tributan al 10% los sistemas de infusión de morfina, de medicamentos y de alimentación enteral, así como absorbentes de incontinencia, sondas, bolsas de colostomía, ileostomía y urostomía, y sistemas de irrigación de ostomía. Los componentes fungibles de los sistemas de infusión, los empapadores, las duchas vaginales y los accesorios de ostomía tributan al tipo general del 21%.
