The Resolution of 2 March 2026 approves new standardised forms that Social Services must complete to certify compliance with the Minimum Vital Income, repealing previous resolutions (5 October 2022 and 26 January 2022). These models come into force on 18 March 2026 and must be applied in accordance with additional provision 6 of Law 19/2021.
Social Services within the National Social Security Institute must update their Minimum Vital Income certification processes to comply with the new standardised models. Regional and central administrations must adapt their validation procedures. While Minimum Vital Income beneficiaries face no direct changes, the certification process becomes more standardised and transparent. Social workers must familiarise themselves with the new forms to provide appropriate guidance to applicants.
