Private security companies: 80% to 90% minimum service levels required during 11 November 2026 strike

The State Secretariat for Security has determined the minimum staffing levels required for private security services during the general strike on 11 November 2026. Minimum activity levels have been established to ensure the operation of critical infrastructure and the protection of media outlets (Art. 3 of RD 524/2002). The resolution aims to balance the right to strike with the necessity of maintaining essential services for the community.

In 3 key points

  1. Services in critical infrastructure (airports, ports, metro, etc.): minimum 90% (art. 4)
  2. Media outlets and headquarters: minimum 80% (art. 2.1.h)
  3. The strike will take place on 11 November 2026 (título)

How it affects those involved

Private security companies operating in critical infrastructure (airports, ports, public transport, and communications) must ensure an activity level of no less than 90% (Art. 4). Social media and news outlets must maintain at least 80% of their services (Art. 2.1.h). Personal security protection services are also subject to these obligations to prevent high risks to public safety (Art. 2.2).
