Users and businesses in Balearic ports: new civic coexistence rules in the service area

The Balearic Port Authority has approved a new Port Ordinance aimed at promoting and ensuring civic coexistence within its service area. This regulation governs behaviour and standards of conduct within the ports managed by said authority, based on the power to approve ordinances established in the Consolidated Text of the Law on State Ports and Merchant Shipping (art. 33.2, 31.2 and 30.5).

In 3 key points

  1. Regulation of civic coexistence within the service area of the Balearic Port Authority ports (Resolución de 8 de octubre de 2026)
  2. One-month period to file an optional administrative appeal before the issuing body (acuerdo de aprobación)
  3. Two-month period to file a contentious-administrative appeal before the High Court of Justice of the Balearic Islands (acuerdo de aprobación)

How it affects those involved

For individuals, users, and companies operating or transiting through the Balearic ports' service area, the regulation establishes a mandatory framework of conduct to ensure coexistence. Failure to comply with civic coexistence rules may result in the sanctions provided for in the ordinance. Affected parties have one month to file an optional administrative appeal (recurso de reposición) or two months to file a contentious-administrative appeal before the High Court of Justice of the Balearic Islands (approval agreement).
