Regulatory foundations for dual-use research infrastructure in AI, robotics and quantum technologies

The TDF/811/2026 Order establishes the regulatory framework for research, testing and experimentation in dual-use technologies, fostering synergies between civil and defence R&D to accelerate technological maturity in key areas such as AI, robotics, semiconductors and quantum technologies. The aim is to strengthen Spain's strategic autonomy and technological competitiveness.

In 2 key points

  1. Fomento de infraestructuras en IA, robótica, sistemas no tripulados, computación avanzada y tecnologías cuánticas (Preámbulo)
  2. Promoción de la cooperación entre universidades, centros de I+D+i, pymes, startups y grandes empresas (Preámbulo)

How it affects those involved

Technology-focused SMEs, startups and large companies gain access to support for developing infrastructure enabling knowledge transfer between civil and defence applications. Research centres and universities can collaborate on emerging and disruptive technologies to avoid redundant investment. The national technology sector is encouraged to operate in high-security and controlled environments to mitigate economic security risks.
