Royal Decree 290/2026 grants a pardon to Ms Rosa Blanca Carrio Chao, who was convicted of coercion and offences against the administration of justice, subject to the condition that she does not commit any intentional offence for a specified period (Art. 2). This type of pardon is based on grounds of justice and equity and is issued following deliberation by the Council of Ministers (Art. 3).
The individual concerned, Ms Rosa Blanca Carrio Chao, receives the pardon and is subject to the condition of not committing intentional offences. It does not affect companies, workers, or other sectors as it is an individual case. Criminal law advisors may need to update their reports regarding individual pardon cases.
