Fishing fleets: publication of available amounts for the 2026 quota optimisation mechanism

The General Secretariat for Fisheries has published the amounts available for the annual quota use optimisation mechanism for 2026 (Art. 39 Law 5/2023). This mechanism allows for the pooling of surplus quotas from various stocks to maximise the efficiency of the fishing opportunities allocated to Spain. The amounts are determined by subtracting the projected consumption and a 10% interannual flexibility from the adapted quota (Art. 5.3 Order APA/315/2020).

In 2 key points

  1. A maximum interannual flexibility of 10% based on consumption is applied when calculating surpluses (Art. 5.3 Order APA/315/2020). (art. 5.3 de la Orden APA 315/2020)
  2. Purse seiners may fish part of the horse mackerel JAX/2A-14 quota in zone 8c up to a maximum of 80% of the Spanish quota (Council Regulation (EU) of 26 January 2026). (Reglamento (UE) del Consejo de 26 de enero de 2026)

How it affects those involved

For the Cantabrian and North-West fleets, the Gulf of Cádiz fleet, and bottom trawling fleets in Portuguese waters, access to a common quota pool is enabled to prevent the underutilisation of allocated fishing opportunities. Purse seiners in the Cantabrian and North-West regions that exhaust their JAX/08C quota may access the optimisation surplus for said stock or request special conditions to fish horse mackerel JAX/2A-14 in zone 8c (Art. 5 bis RD 502/2022).
