Public Administrations: new minimum criteria for drafting Special Civil Protection Plans for volcanic risk

The Basic Civil Protection Planning Guideline for volcanic risk has been approved, establishing the minimum criteria and content for Public Administrations to draft their Special Plans (art. 1.4). This regulation replaces the Agreement of 19 January 1996, which will cease to apply upon publication of this provision. The objective is to ensure coordination and consistency in the response of the National Civil Protection System to eruptions (art. 1.4).

In 3 key points

  1. Enters into force the day following its publication in the BOE (art. Agreement) (Acuerdo)
  2. The Canary Islands is the only area exceeding the 5% risk threshold over 50 years, at 77.69% (art. 1.4) (art. 1.4)
  3. The measures will not result in increases to staffing levels, remuneration, or other personnel costs (art. Second) (art. Segundo)

How it affects those involved

For Public Administrations (State and Regional), the regulation imposes an obligation to standardise procedures, terms, and organisational structures for managing volcanic emergencies (art. 1.2). The territorial impact is primarily concentrated in the Canary Islands, which exceed the 5% risk threshold over 50 years at 77.69% (art. 1.4). The approved measures do not involve an increase in public spending or staffing levels (art. Second).
