Companies and researchers: access to a controlled testing environment available at the Port of Alicante

The Port Authority of Alicante has approved the ordinance regulating a 'controlled testing environment' (sandbox) for technological innovation projects within the port (Resolution of 9 September 2026). This regulation allows for the development, testing, and validation of technologies under real-world conditions within the port's public domain (Art. 6). The legal framework is based on the State Ports and Merchant Marine Act (Art. 2).

In 3 key points

  1. Entry into force on the day following its publication in the BOE, Resolution of 9 September 2026 (Resolución de 9 de septiembre de 2026)
  2. Use of port public domain resources for the development of technological tests, Art. 6 (art. 6)
  3. Obligation to submit a final report of results and evaluation reports, Art. 14 (art. 14)

How it affects those involved

For promoting entities (companies, startups, or researchers), the regulation provides a physical and legal space to test innovations before mass commercialisation (Preamble). Companies must comply with admission requirements, test monitoring, and liability for damages (Art. 8, 13, and 16). The Port Authority establishes a fee regime for the use of public domain resources (Art. 23).
