CNMC: determines the electricity system operator's regulatory account balance for the 2026-2028 period

The CNMC has resolved the calculation of the electricity system operator's (SO) regulatory account balance at the close of the 2025 financial year, in accordance with Circular 4/2019 (Art. 9). This resolution validates the investment costs and expenses presented by the operator to determine the amount to be incorporated into the regulatory account for the 2026-2028 period. The process includes the assessment of European market coupling projects and national regulation costs.

In 2 key points

  1. Determination of the SO's regulatory account balance at the close of 2025 for incorporation into the 2026-2028 period (art. 9 Circular 4/2019)
  2. Validation of investment costs in European projects and national regulations for the balance calculation (Tabla 11)

How it affects those involved

For the electricity system operator, the resolution defines the financial balance available to cover regulated costs over the next three years. For the electricity sector in general, this balance indirectly influences the system's cost structure, which may affect tariffs. The resolution establishes the amount of justified investment costs, such as European day-ahead and intraday market coupling projects (Art. 9 of Circular 4/2019).
