Trade of Paubrasilia echinata: information and traceability system established to control specimens and materials

The resolution establishes an Internal Information and Traceability System for the species Paubrasilia echinata (brazilwood or pernambuco), following its inclusion in CITES Appendix II and Annex B of Regulation (EC) No 338/97. The system aims to collect data on stocks of timber, sawn wood, and raw pieces to ensure legal provenance and prevent illicit trade. Management is the responsibility of the Sub-directorate General for Terrestrial and Marine Biodiversity.

In 3 key points

  1. Zero quota for the commercial trade of wild specimens (origin code W), intro art. (intro)
  2. In force from 29 September 2026, ninth provision (disp. novena)
  3. Obligation to collect information on extraction dates, origin, and associated documentation, intro art. (intro)

How it affects those involved

For commercial operators of Paubrasilia echinata wood and derivatives, the regulation imposes strict traceability controls, as there is a zero quota for the commercial trade of wild specimens (origin code W). Stakeholders must be prepared to provide technical information regarding extraction dates, origin, and associated documentation to comply with CITES Administrative Authority requirements. Failure to verify legal provenance may prevent the issuance of permits and certificates necessary for international trade.
