Naval sector companies: possibility of amending granted aid resolutions if the vessel has not been delivered

Royal Decree 709/2026 amends the transitional regime of Royal Decree 485/2025 to allow applications for the modification of aid (interest rate subsidies for shipbuilding) that have already received a granting resolution to fall under the new regulations, provided the vessel has not yet been delivered to the shipowner (single transitional provision, paragraph 2.c). This measure corrects a previous omission that excluded already granted files from the new framework for substantial modifications.

In 2 key points

  1. Amendments to existing granting resolutions will be applicable if the vessel has not been delivered to the shipowner, single transitional provision 2.c (disp. transitoria única 2.c)
  2. Entry into force on the day following its publication in the BOE, single final provision (disposición final única)

How it affects those involved

For shipbuilding companies that already hold a resolution granting aid for vessel construction, a pathway is enabled to request modifications to said resolutions under the new regime, provided the vessel has not been delivered to the shipowner (single transitional provision, paragraph 2.c). This provides greater flexibility in the event of substantial changes to the construction contract or financing. Applications submitted before the entry into force of this Royal Decree that do not have a granting resolution will follow the previous regulations, unless the applicant submits an accepted modification (single transitional provision, paragraph 2.b).
