Ceuta and Melilla: direct grant allocation regulated for activities of general interest

Royal Decree 708/2026 establishes the regime for the direct award of grants to fund activities of general interest in Ceuta and Melilla. These funds are intended to cover the operating costs of desalination plants and to finance essential services such as social assistance, education, cleaning, waste collection, and security (Art. 4). The regulation aims to mitigate socioeconomic inequalities and the operating costs arising from the geographical situation of both cities.

In 3 key points

  1. The beneficiary entities of the grants shall be the city of Ceuta and the city of Melilla (Art. 3). (art. 3)
  2. Personnel costs of the beneficiary entity are expressly excluded (Art. 4.1). (art. 4.1)
  3. Administrative silence in the absence of notification of the resolution shall be understood as a dismissal (Art. 6). (art. 6)

How it affects those involved

For the cities of Ceuta and Melilla, acting as beneficiary entities, a direct financing mechanism is guaranteed for current expenditure linked to critical public services (Art. 3). However, the use of these grants to cover the personnel costs of the beneficiary entity itself is expressly prohibited (Art. 4.1). Entities receiving aid derived from these grants must ensure compliance with the principles of publicity, transparency, and equality (Art. 4.1).
