Navy suppliers: New Permanent Contracting Boards established across various Intendancies

The Navy's Directorate of Economic Affairs is establishing Permanent Contracting Boards within the Logistics Support Command and the Intendancies of Madrid, Ferrol, Cartagena, San Fernando, Rota, and Las Palmas (Art. 1). This resolution repeals the 2022 resolutions that previously regulated these boards (Single Repealing Provision). The boards shall operate in accordance with Law 9/2017 on Public Sector Contracts and Royal Decree 817/2009 (Art. 1).

In 3 key points

  1. The boards may hold meetings via telematics, provided that identity, content, and real-time interactivity are ensured (Art. 2.5). (art. Segundo.5)
  2. Valid constitution requires the presence of the Chairperson, the Secretary, and the two members from Legal Counsel and Audit (Art. 2.4). (art. Segundo.4)
  3. Entry into force on the day following its publication in the BOE (Single Final Provision). (disp. final única)

How it affects those involved

For companies bidding for Navy contracts, the regulation maintains the structure of the contracting boards but updates their composition and regulatory framework (Art. 1). The option to hold remote meetings facilitates interaction during procurement processes (Art. 2.5). The operation of these boards does not involve any increase in public spending or additional remuneration for its members (Single Additional Provision).
