Viticulturists: Ministry to set maximum area for new plantings before 30 December each year

Royal Decree 684/2026 amends Royal Decree 1338/2018 to align the vineyard planting authorisation system with new European Union regulations (EU Regulation 2026/471). The rule stipulates that the Ministry of Agriculture, Fisheries and Food must annually determine the area available for new plantings before 30 December of the preceding year (Art. 6.1). Furthermore, this area is limited to a maximum of 1% of the vineyard area planted as of 31 July of the previous year (Art. 6.1).

In 3 key points

  1. The area for new plantings may not exceed 1% of the vineyard area planted as of 31 July of the previous year, Art. 6.1 (art. 6.1)
  2. The Ministry will set the annual area for authorisations before 30 December of the previous year, Art. 6.1 (art. 6.1)
  3. The available area for authorisations may be limited in protected designation of origin zones, Art. 6.2 (art. 6.2)

How it affects those involved

For viticulturists, the regulation introduces greater predictability by requiring the Administration to communicate planting limits before the end of the year (Art. 6.1). However, expansion capacity is strictly limited by the 1% national area threshold (Art. 6.1) and the possibility that available area may be restricted in Protected Designation of Origin (PDO) zones (Art. 6.2).
