Royal Decree 610/2026 modifies the regulations for the fruit, vegetable, wine, and honey sectors to adapt interventions under the CAP Strategic Plan. It introduces reinforced requirement verification via the SOFYH digital tool for fruit and vegetable producer organizations (amending RD 532/2017) and updates market withdrawal rules to comply with Delegated Regulation (EU) 2026/177 (amending RD 857/2022). It also adjusts wine sector intervention regulations to address market instability and climate change (amending RD 905/2022).
For fruit and vegetable producer organisations, managing recognition becomes more stringent through the mandatory use of the SOFYH tool for requirement verification. Fruit and vegetable producers conducting market withdrawals for free distribution must align their processes with the new criteria of Delegated Regulation (EU) 2026/177. In the wine sector, the regulation aims to mitigate falling revenues and production unpredictability caused by climatic and geopolitical factors by updating sectoral interventions.
