Strategic projects in Balearic Islands: urgent measures to accelerate economic transformation and simplify administration

Law 4/2026 establishes a framework of urgent measures to speed up the execution of strategic projects aimed at the economic transformation of the Balearic Islands. The regulation entails a profound normative reform including the repeal of Decree-law 8/2025 and the modification of multiple sectoral laws (urban planning, environment, industry, and administration) to facilitate investment and administrative simplification.

For strategic project developers and enterprises, the regulation seeks to reduce bureaucratic load and accelerate processing times by simplifying procedures. Local and regional administrations must adjust to the new regulatory structure following the repeal of previous decrees and laws. Specific normative changes, particularly concerning Law 10/2003 and Decree 85/1998, will only come into force on 1 January 2027.
