The resolution enables the performance of procedures and actions related to unemployment benefits through telephone and electronic channels (art. 129.4 LGSS). It authorizes the use of identification systems other than electronic signatures, such as Cl@ve, qualified electronic certificates, one-time passwords, or data contrast, provided they guarantee the identity and will of the interested party (art. 10.2.c Law 39/2015). These means are considered fully valid to produce the same legal effects as in-person identification.
Unemployment benefits are now accessible without in-person visits via flexible channels such as telephone or telematic services, as provided by Article 10 of Law 39/2015. Administrative burdens are reduced through risk-proportional identification systems, including one-time codes or Cl@ve. Biometric implementation remains subject to future technical feasibility.
